Ok I will answer after about 2 hours! I thought it was easy! She is a famous cartoon character in one of the best cartoons ever!
Ok time is up and I am very disappointed that no one guessed :(This girl is Lady Oscar! The cartoon was about the French Revolution.

I could've been of any help if I had dish network cuz they have the best cartoon shows. But I don't so sowweeyyy :))) I agree she is lovely and the story of the cartoon sounds nice!
